SB 2769 Summary

• Requires all counties operating mass transit services to use only zero emission buses beginning January 1, 2045

• Defines "zero emission bus" as a motor bus producing zero exhaust emissions of hydrocarbons, carbon monoxide, carbon dioxide, nitrogen oxides, and lead; includes battery-electric and hydrogen fuel cell-electric buses

• Directs the procurement policy board to adopt rules for state transition to 100 percent zero emission buses for vehicles transporting more than 15 passengers by January 1, 2045

• Prohibits the state from entering new school bus contracts for terms extending past January 1, 2045 unless the bus is zero emission; after January 1, 2045, all school bus contracts must be for zero emission buses

• Directs the public utilities commission to amend administrative rules to encourage motor carriers to upgrade to zero emission buses by 2045
