Establishes a Uniform Building Permit Working Group chaired by the state comptroller to study the feasibility of creating a single statewide building permit application package and uniform review process for use by all counties.

Working group must examine the feasibility of a unified application package complying with all state, county, and federal requirements; identify laws or ordinances that would impede collaboration; assess financial needs and funding mechanisms; and recommend concrete steps each county can take individually to streamline their permit processes.

Membership includes the comptroller (chair), two state building code council members, legislative housing committee chairs, all four county public works/planning directors, and representatives from the Hawaii chapters of the American Planning Association, American Institute of Architects, Council of Engineering Societies, Hawaii Bankers Association, and Hawaii Government Employees Association.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session convenes; group dissolves on June 30, 2025.

Appropriates funds from general revenues for fiscal year 2024-2025 to support the working group's operations; declares the appropriation exceeds the general fund expenditure ceiling; effective date July 1, 2112.
