Requires the Office of Enterprise Technology Services, in consultation with the Office of Language Access, to develop multilingual accessibility standards for state entities to provide access to vital information and documents for persons with limited English proficiency.

Multilingual accessibility standards must include functional performance criteria, technical requirements, procurement provisions, and guidance for planning and monitoring to ensure compliance with federal and state language access laws.

Standards shall apply to all electronic information technology developed, purchased, used, modified, or provided by state entities and must be reviewed every three years or more frequently as determined by the Chief Information Officer.

Appropriates general fund revenues for fiscal year 2024-2025 to establish an unspecified number of full-time equivalent permanent program manager positions in the Office of Enterprise Technology Services.

Effective July 1, 3000 (note: effective date contains apparent clerical error).
