Requires Hawaii's Medicaid programs to provide coverage for ketamine therapy to treat depression in qualifying patients beginning January 1, 2025, with coverage percentage to be determined.

Mandates private health insurance policies and plans issued or renewed on or after January 1, 2025, to cover ketamine therapy for depression treatment, with coverage percentage to be determined.

Appropriates general fund revenues to the Department of Human Services for fiscal year 2024-2025 to cover costs of ketamine therapy under Medicaid, with specific amount to be determined.

Requires that appropriations exceed the state general fund expenditure ceiling for fiscal year 2024-2025, with specific amounts and percentages to be determined.

Takes effect July 1, 2040, except that the Medicaid coverage requirement takes effect upon approval of the Hawaii Medicaid state plan by the Centers for Medicare and Medicaid Services.
