Amends Hawaii Revised Statutes § 302A-1116 to require that temporary positions created by the Department of Education be limited to providing instructional services directly to students.

Adds a new reporting requirement mandating that the Department of Education report the creation of temporary positions to both the Department of Budget and Finance and the Legislature.

Maintains existing constraints on temporary positions, including that they cannot exceed one year in duration and departmental expenditures cannot exceed allocated budget.

Addresses legislative concern that administrative positions (specifically two deputy superintendent positions at $190,000 each) were being funded by reducing school-level instructional services.
