Direct the Department of Agriculture, in collaboration with the Agribusiness Development Corporation and counties, to conduct a statewide agricultural water infrastructure study for Hawaii.

Develop a comprehensive inventory of wells, irrigation ditches, reservoirs, pumping stations, and agricultural infrastructure, including assessment of current conditions, maintenance needs, and recommendations for future investments.

Create a tracking system to report future infrastructure needs for agricultural water resources.

Submit findings, recommendations, and any proposed legislation to the legislature by November 1, 2026.

Appropriate unspecified funds from general revenues for fiscal year 2024-2025 to conduct the study, with authority to exceed the general fund expenditure ceiling.
