Establishes a new chapter in Hawaii Revised Statutes authorizing the Office of the Lieutenant Governor to issue apostilles and non-apostille certifications, set fees by administrative rule, and collect revenues into a special fund for operational expenses.

Creates the Apostilles and Certifications Special Fund to receive all fees collected from issuance of apostilles and certifications, plus interest and legislative appropriations, with $12,000 appropriated for fiscal year 2024-2025.

Requires state agencies to provide electronic notice of proposed rulemaking to persons with valid email addresses and make proposed rules available on the lieutenant governor's website in Ramseyer format and digitally accessible, searchable format.

Mandates that adopted, amended, or repealed administrative rules be displayed on the lieutenant governor's website in Ramseyer format showing changes clearly, with full text in digitally accessible and searchable format.

Appropriates funds to establish two full-time equivalent positions in the Office of the Lieutenant Governor and website infrastructure for centralizing Hawaii Administrative Rules on the lieutenant governor's website, with effective date of July 1, 2112.
