Amends Section 26-6, Hawaii Revised Statutes to allow the Department of Accounting and General Services (DAGS) comptroller to employ persons exempt from civil service chapters 76 and 89 to support communications, change management, and business process improvement programs related to the State's information technology modernization efforts.

Exempt employees must be members of the state employees' retirement system and are eligible to receive benefits applicable to other state officers and employees.

Renumbers the existing provision regarding state fleet vehicle acquisitions and zero-emission vehicle requirements from subsection (b)(12) to subsection (b)(13).

Takes effect July 1, 2112.
