Amends Section 302D-28, Hawaii Revised Statutes to modify the per-pupil funding calculation for public charter school students.

Excludes from charter school per-pupil funding calculations amounts relating to programs that provide comparable benefits for all public school students, regardless of whether students attend Department of Education schools or public charter schools.

Maintains existing exclusions from per-pupil funding including special education services, adult education, and the after-school plus program.

Takes effect on July 1, 2023.
