HI SB2830

Amends Hawaii's open meetings law (Sunshine Law) by expanding the definition of "board" to include policymaking groups created by state or federal constitutional provisions, statutes, rules, executive orders, or emergency proclamations.

Adds "policymaking responsibilities" and "creation of policies or policy recommendations" to the definition of board duties and board business subject to open meetings requirements.

Expands the definition of "meeting" to include convening of boards for deliberation toward decisions on matters involving policymaking responsibilities, not just supervision, control, and jurisdiction.

Makes state and county policymaking groups, including those created by emergency proclamations, subject to open meetings law requirements and public transparency standards.

Takes effect on July 1, 2024.
