Amends Hawaii Revised Statutes Section 291C-111 to authorize counties to issue citations for traffic infractions for violations of laws prohibiting or restricting stopping, standing, or parking of vehicles on highways.

Changes statutory language from "is" to "shall be" regarding the director of transportation's authority to prohibit or restrict vehicle stopping, standing, or parking where dangerous or interfering with traffic flow.

Allows police officers and designees of county chiefs of police to enforce parking violations and issue citations, with fines deposited into the state general fund.

Amends Section 291C-165 to clarify that "designees" of county chiefs of police (instead of specifically "county employees designated by") may issue traffic citations for non-arrest violations.

Amends Section 291C-167 to allow officers or designees to affix citations to illegally parked vehicles, effective July 1, 3000.
