Executive Director of Hawaii Housing Finance and Development Corporation serves as council chair; council must formulate strategic plan addressing mixed-use, affordable, and rental housing projects on state and county lands.

Council responsibilities include monitoring funding acquisition, reviewing capital improvement requests, recommending policy changes, and submitting annual reports to governor, legislature, and Maui mayor on housing recovery progress.

Appropriates unspecified amount from general revenues for fiscal year 2024-2025 to support council operations and assist state and Maui County agencies in applying for federal loans and grants; sunsets June 30, 2034.
