Designates May 15 of each year as "Water Safety Day" to spread awareness of drowning and educate Hawaii's youth in water safety.

Establishes this observance in response to findings that drowning is the leading cause of death for children ages 1-17 in Hawaii between 2018-2022, with 88% of fatal child drownings involving local resident children.

Notes that more children died by drowning than in motor vehicle and pedestrian accidents combined during 2018-2022.

Specifies that Water Safety Day is not and shall not be construed to be a state holiday.

Takes effect upon approval.
