Prohibits any person from selling, offering to sell, distributing, or otherwise transferring ammunition to anyone under age 21, with exceptions for those who meet firearm possession criteria under section 134-5 and are actively engaged in hunting or target shooting.

Requires sellers of ammunition to check government-issued photographic identification to verify the buyer's age before making a transfer, with an affirmative defense available if the seller reasonably relied on valid ID showing the buyer was at least 21 years old.

Prohibits persons under age 21 from owning, possessing, or controlling ammunition for any firearm, except as provided in section 134-5 and for persons in exempt categories under section 134-11(a).

Violations of the ammunition sale prohibition constitute a misdemeanor offense.

Effective upon approval, with no retroactive application to rights, duties, penalties, or proceedings that existed before the law's effective date.
