Authorizes the Director of Commerce and Consumer Affairs to appoint an organization as limited owner of an abandoned cemetery that cannot locate its actual owner and is in need of perpetual care or protection from wrongful acts.

Grants limited owners authority to file criminal, civil, or administrative complaints including trespass charges against persons engaged in wrongful acts at the cemetery.

Permits limited owners to engage in security and perpetual care activities including installing fencing and lighting, implementing operating hours, contracting for major repairs, and generating long-term funding.

Provides limited owners with the same liability protections as volunteers under existing law and requires them to submit annual progress reports to the Department of Commerce and Consumer Affairs.

Takes effect July 1, 2040, and allows the Director to terminate the limited ownership appointment at any time with no judicial recourse available to the appointed organization.
