Establishes an advisory commission within the Department of Accounting and General Services consisting of nine members appointed by the governor, including three members nominated by the House Speaker, three by the Senate President, one from the state historic preservation division, one from Hawaiinuiakea School of Hawaiian Knowledge, and one public representative.

Authorizes the commission to propose names or changes of names for state buildings, parks, facilities, and events, with all proposals submitted to the governor for consideration.

Members serve four-year terms without compensation but receive reimbursement for travel and necessary expenses; the governor appoints the commission chairperson.

Department of Accounting and General Services shall provide staff support, including clerical assistance, and may include a cultural advisor to the commission as determined applicable.

Commission shall adopt rules under chapter 91 necessary for carrying out its naming duties.
