Establishes a working group within the Statewide Office of Homelessness and Housing Solutions in the Department of Human Services to develop a homeless triage and treatment center program for individuals with substance abuse issues or mental illness requiring medication-assisted detox services.

Requires the program to provide 24/7 emergency food, shelter, housing navigation, case management, medical assessments, substance abuse treatment and detoxification services, behavioral health services, and trauma-informed life skills groups.

Working group includes the governor's senior advisor for mental health and justice system and the governor's coordinator on homelessness as co-chairs, plus representatives from the judiciary, Department of Health, Department of Human Services, legislature, Partners in Care, Institute for Human Services, and other continuums of care.

Working group must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2025 regular session convening.

Appropriates funds from general revenues to the Department of Human Services for fiscal year 2024-2025 to establish the working group and implement the homeless triage and treatment center program; takes effect July 1, 3000.
