Amends Hawaii Revised Statutes Section 37-41.5(b) to expand budget protections for Department of Education programs that provide direct instructional services to students.

Requires appropriations allocated to programs providing instructional services directly to students to remain within the budget of the program to which they were originally allocated.

Prohibits the Department of Education from using retained appropriations as justification for reducing a program's future budget requirements.

Takes effect upon approval.
