• Department of Accounting and General Services shall develop or license cloud-based software to track capital improvement project status, including appropriated funds, expenditures, and unexpended balances for all state departments and agencies.

• Department of Accounting and General Services must provide training to personnel in each state department and agency on how to use the tracking software.

• State departments and agencies managing capital improvement projects must use the software as instructed and follow existing requirements including comprehensive project timelines, contract administration worksheets with milestones, and stakeholder involvement.

• General fund expenditure ceiling for fiscal year 2024-2025 is exceeded; appropriation amount and percentage to be filled in by the legislature for software development or licensing costs.

• Effective date is July 1, 2050.
