HI SB290

Requires appropriations allocated to Department of Education programs that provide instructional services directly to students remain within the budget of the program to which funds were originally allocated.

Prohibits the Department of Education from using fund carryovers as a basis for reducing a program's future budget requirements.

Requires the Department of Education to report the creation of temporary positions to both the Department of Budget and Finance and the Legislature.

Applies to temporary positions with terms not exceeding one year, provided the department's expenditures do not exceed its allocated budget.

Becomes effective July 1, 2050.
