Requires the Department of Education to submit annual reports to the legislature no later than 20 days before each regular session on fire alarm installation, repair, and maintenance in Hawaii's public schools.

Reports must include the number, location, and cost of fire alarm systems installed and repaired in the preceding fiscal year; a priority list of future fire alarm projects with estimated costs; and recommendations for strengthening fire alarm maintenance and prevention.

Appropriates $25,000,000 from general revenues for fiscal year 2024-2025 for the installation, repair, and maintenance of fire alarms in Hawaii public schools, effective July 1, 2024.

Addresses critical fire safety needs based on findings that 20% of Hawaii's 257 public schools are over 100 years old and that some schools previously operated without functioning fire alarm systems for extended periods.

Includes a determination that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025, citing the necessity to serve the public interest and address the Act's stated needs.
