• Prohibits landlords from increasing or giving notice of rent increases for residential units in areas subject to emergency declarations or severe weather warnings, unless the increase was documented in a written agreement signed before the declaration or warning.

• Reduces the duration of price control prohibitions from 96 hours to 72 hours after an emergency declaration takes effect, and clarifies that price controls may be restricted to specific commodities identified in the proclamation.
