Amends Hawaii Revised Statutes section 37-70 to require the Governor to ensure program memoranda accurately reflect current program responsibilities, address current and future state needs, and align with related budget submissions by reviewing and updating memoranda as necessary.

Modifies section 37-75 to require the Governor to ensure program size indicators and effectiveness measures in variance reports accurately reflect current responsibilities, address state needs, and align with sections 37-71 and 37-72 by reviewing and updating them as necessary.

Updates statutory language to clarify that program memoranda and variance reports must be submitted no later than specified deadlines (third Wednesday of January for memoranda; at least 30 days before regular legislative sessions for variance reports).

Changes mandatory language from "will" to "shall" throughout the statute to strengthen requirements for program memoranda and variance report submissions.

Effective date set for June 30, 3000.
