Amends Hawaii Revised Statutes Section 37-70(a) to require the Governor to ensure program memoranda accurately reflect current program responsibilities, address current and future state needs, and align with budget submissions.

Mandates the Governor review and update the most recently submitted program memoranda as necessary when submitting new program memoranda by the third Wednesday of January in odd-numbered years.

Changes language from "will include" to "shall include" regarding program memorandum content requirements.

Modifies punctuation and grammatical structure throughout Section 37-70(a) to improve clarity and consistency in statutory language.

Effective June 30, 3000.
