Appropriates $5,000,000 from general revenues for fiscal year 2024-2025 to the Department of Agriculture for planning and construction of a new inspection, quarantine, and incineration facility on the island of Maui.

Requires dollar-for-dollar matching funds from the County of Maui before any state appropriated funds can be expended.

Facility is intended to support Lahaina rebuilding efforts by processing incoming plant material and replacing contaminated topsoil affected by toxic ash.

Declares that this appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025, as authorized under Article VII, Section 9 of the Hawaii Constitution.

Takes effect on July 1, 2024.
