Establishes a commercial drivers workforce working group within the Department of Transportation to address Hawaii's shortage of commercial driver's license holders.

Working group shall engage public and private sectors to increase awareness of ground transportation industry needs and develop career paths for commercial drivers, prioritizing Department of Education vacancies.

Membership includes the DOT director (co-chair), Department of Education workforce development representative (co-chair), University of Hawaii community college coordinator, Department of Labor representative, county licensing office and workforce development board representatives, plus invited representatives from Hawaii Transportation Association (2 members), labor unions, and non-profit CDL training organizations.

Working group must submit findings, recommendations, and proposed legislation addressing the commercial driver shortage to the legislature no later than twenty days before the 2025 regular session convening.

Working group terminates on June 30, 2025; Act takes effect upon approval.
