SB 2948 Summary

• Beginning January 1, 2025, residential uses including multifamily housing are permitted in areas zoned for commercial use, with exceptions for areas zoned under chapter 206E.

• Counties may limit residential uses to floors above ground level and require conformance to prescribed development standards.

• By January 1, 2026, each county must adopt or amend ordinances to allow adaptive reuse of existing commercial buildings for residential purposes.

• Adaptive reuse building codes must allow micro units per International Building Code standards, permit buildings to meet interior environment requirements, and exempt projects from off-street parking and park dedication requirements if floor area, height, and setbacks remain unchanged.

• Bill becomes effective January 1, 3000 (placeholder effective date).
