Requires submission every five years of documentation showing either organic certification, USDA plan, food safety certification, or receipts for at least $10,000 in farm equipment and soil amendment investments.

Allows agricultural cooperative associations with at least 51 percent ownership by qualified members to apply for farm lots, expanding eligibility beyond individual farmers.

Maintains existing restrictions that farm lots must be used for farming purposes only and that purchasers or lessees cannot transfer property within five years except through mortgage, inheritance, or foreclosure sale.
