Authorizes independent renewable energy generators to engage in retail wheeling of renewable energy produced at their facilities that is transmitted and used to produce hydrogen.

Requires third-party investor-owned electric utilities whose transmission and distribution lines are used for retail wheeling to receive fair compensation at rates adopted by the Public Utilities Commission.

Mandates the Public Utilities Commission establish rules and rates by December 31, 2024, to implement the retail wheeling provisions for hydrogen production using renewable energy.

Defines "retail wheeling" as the transmission of electric power from an independent renewable energy generator over utility infrastructure to facilities that use the renewable energy to produce hydrogen.

Takes effect January 1, 2060.
