Amends Section 42F-103, Hawaii Revised Statutes, to require organizations that discontinue activities or services on grant-funded land to obtain legislative authorization by concurrent resolution before disposing of the land in fee simple or by lease.

Legislative authorization requirement applies only to land acquired after the enactment of this Act, not retroactively to previously acquired land.

Organizations must negotiate with the expending agency for repayment of the grant amount used to acquire the land, either as a lump sum or installment payments.

Repayment restriction must be registered, recorded, and indexed in the bureau of conveyances or with the assistant registrar of the land court as an encumbrance on the property.

Repayment amounts received shall be deposited into the state general fund; Act takes effect upon approval.
