Authorizes the legislature, upon agreement by the Speaker of the House and President of the Senate, to prescribe the form and format for budget submissions from the executive branch, judicial branch, and office of Hawaiian affairs.

Amends section 10-14.5 to require office of Hawaiian affairs budgets be submitted in legislature-prescribed form rather than allowing independent formatting.

Amends sections 37-71 and 37-72 to require governor's biennial budgets and supplemental budgets be submitted in legislature-prescribed form.

Amends section 37-92 to require plans of proposed appropriations from the executive branch, judicial branch, and office of Hawaiian affairs be submitted in legislature-prescribed form.

Requires executive branch, judicial branch, and office of Hawaiian affairs to conform to the new requirements no later than December 1, 2023.
