Requires the Department of Health to convene an Advisory Committee on Mental Health Code Review beginning July 1, 2024, and every ten years thereafter to review federal and state court cases and legal changes affecting Hawaii's mental health laws.

Advisory Committee membership includes 15 positions: two co-chairs (governor's senior advisor for mental health and justice system, and governor's coordinator on homelessness), representatives from state agencies and judiciary, legislators, county prosecutors, hospital systems, and four members with mental health expertise selected by legislative leadership.

Committee shall review all federal and state court cases and constitutional, statutory, and rule changes impacting mental health statutes related to involuntary transport, examination, hospitalization, treatment, and assisted community treatment since the previous committee's review.

Members serve without compensation but shall be reimbursed for necessary expenses including travel, with the Department of Health requesting funding during the regular session preceding the committee's convening.

Advisory Committee must submit a report with findings, recommendations, and proposed legislation to the legislature no later than 40 days before the regular session following the committee's convening.
