Requires the Department of Accounting and General Services to maintain a stock of menstrual products and install dispensers in covered restrooms at no cost to users.

Defines "covered restrooms" as all women's and gender-neutral restrooms in state buildings open to the public; requires at least one men's restroom to provide free menstrual products if no gender-neutral restroom exists.

Implementation shall occur in phases beginning no later than December 31, 2024, with first phase focusing on restrooms with greatest need and public libraries, and remaining buildings by December 31, 2025.

Specifies that "menstrual products" means disposable menstrual pads and tampons conforming to applicable industry standards.

Effective date: July 1, 2024.
