HI SB3007

Authorizes state departments, divisions, and agencies to conduct their own minimum qualification reviews of job applicants for vacant positions, rather than requiring the Department of Human Resources Development (DHRD) to do so.

Requires DHRD to provide applications to requesting state departments immediately upon closure of recruitment or on a rolling basis for continuous recruitment positions, with option for immediate submission upon request.

Allows departments to consider alternative qualifications and substitutions in place of minimum qualifications, with justification required to be sent to DHRD.

Requires departments to submit applications of qualified applicants to DHRD, which will then complete remaining hiring tasks including auditing and correcting any errors from the qualification review.

Effective date: July 1, 3000.
