HI SB3009

Establishes the sheriff division of the Department of Law Enforcement as the primary law enforcement entity responsible for protecting judicial and legislative personnel and facilities, and preventing and investigating criminal acts in those buildings and grounds.

Requires the sheriff division to implement physical and technical security programs, threat-based personnel protection, and a judicial and legislative threat and risk monitoring program in partnership with the Hawaii state fusion center, including active shooter response planning and workplace violence protocols.

Mandates the sheriff division to obtain accreditation from the Commission on Accreditation for Law Enforcement Agencies, Inc. within two years of the act's effective date and to maintain that accreditation.

Requires the director of law enforcement to meet annually with the administrative director of the courts, president of the senate, and speaker of the house to discuss security requirements, though the department retains final authority over law enforcement and security decisions.

Requires the sheriff division to submit annual reports to the judiciary and legislature detailing accreditation status, obstacles to accreditation, proposed legislation needed, and other relevant information.
