Amends Hawaii Revised Statutes Section 196-41 to retitle it "State support for achieving renewable energy projects and renewable portfolio standards"

Requires the Department of Land and Natural Resources to develop and publish a catalog of potential renewable energy development sites by December 31, 2006, and every five years thereafter

Directs DLNR to work with utility companies and other renewable energy developers on planning, leasing, and permitting processes to expedite renewable energy resource development

Takes effect on July 1, 3000
