Extends operating hours for leaf blowers and weed whackers in or within 100 feet of residential zones from 6:00 p.m. to 7:00 p.m. on weekdays, and from 6:00 p.m. to 7:00 p.m. on Sundays and state/federal holidays.

Adds weed whackers to noise restrictions previously applicable only to leaf blowers, defining them as gasoline or electric powered yard tools using flexible monofilament line or metal cutting blades.

Exempts government entities and their agents from weed whacker restrictions during emergencies as defined in section 127A-2.

Permits counties to adopt stricter rules or ordinances regulating leaf blowers and weed whackers than state law, with more restrictive requirements taking precedence in conflicts.

Exempts government entities from leaf blower restrictions but maintains their obligation to comply with weed whacker restrictions except during declared emergencies.
