Amends the penalty provision in HRS §141-42(c) to apply to any violation of hemp regulations, rather than only to growing hemp without a USDA license, with a maximum fine of $10,000 per offense.

Modifies HRS §141-42(g) to prohibit Hawaii's Department of Agriculture from requiring inspections or sampling of hemp that duplicate those already required by the United States Department of Agriculture.

Removes the requirement in HRS §141-43(a) for the Department of Agriculture to adopt rules addressing nuisance issues (smell, noise, excessive lighting) from hemp growers operating in prohibited areas.

Takes effect on July 1, 3000.
