S.B. 3028 Summary

• Removes the term "enhanced" from Hawaii's 911 services statutes to allow funding of all current and future 911 technologies, not just those designated as "enhanced."

• Changes the monthly 911 surcharge rate to 33 cents per month for accounts with a single communications service connection and 66 cents per month for accounts with multiple connections.

• Allows the 911 Board to employ staff members in addition to the executive director who are exempt from civil service chapters 76 and 89, Hawaii Revised Statutes.

• Adds two new definitions to Chapter 138: "911 fund" (the special fund established by section 138-3) and "911 service costs" (all capital, nonrecurring, and recurring costs directly related to implementing, operating, and administering 911 services).

• Takes effect July 1, 2112.
