Amends Hawaii Revised Statutes Section 710-1076 to rename the offense from "Tampering with physical evidence" to "Tampering with or fabricating physical evidence" to align with Model Penal Code section 241.7.

Expands the offense to include making, presenting, offering, or using false physical evidence while knowing it to be false, with intent to introduce it in an official proceeding or investigation or to mislead a public servant.

Adds "or investigation" language throughout the statute to clarify that the offense applies to both pending official proceedings and ongoing investigations.

Modifies the definition of physical evidence to explicitly include "any article, object, document, record, or other thing of physical substance."

Maintains the misdemeanor classification for the offense and takes effect upon approval.
