Amends Hawaii Revised Statutes Section 712-1215 to add a new subsection allowing prosecution of persons who disseminate pornographic material to undercover law enforcement officers posing as minors.

Creates a new offense variant (subsection b) making it illegal to knowingly disseminate material that is pornographic for minors to a law enforcement officer representing themselves as a minor.

Legislature finds that undercover operations have proven effective in reducing and combating promotion of pornography for minors and related sex trafficking offenses.

Makes minor grammatical updates replacing "which" with "that" throughout the statute for consistency.

Effective upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the Act's effective date.
