Establishes a career and technical education working group within the Department of Education to strengthen CTE programs in Hawaii's public schools.

Working group shall propose actions to maintain CTE programs aligned with current and emerging occupations, evaluate existing programs, and recommend expansion allowing students to complete up to twelve credits toward graduation through CTE courses.

Working group responsibilities include examining internship and apprenticeship opportunities for secondary students, assessing potential of grade nine introductory CTE courses, and analyzing the CTE teaching workforce and certification levels.

Working group shall analyze high-performing CTE programs in Massachusetts and other states to identify opportunities and costs for incorporation into Hawaii's system, including necessary personnel and capital improvements.

Appropriates $25,000 from general revenues for fiscal year 2023-2024 to fund the working group, with findings and recommendations due to the legislature no later than twenty days before the 2024 regular session.
