Requires state agencies to provide electronic notice of proposed rulemaking to persons who request advance notice and provide a valid working email address, in addition to mailed notice.

Mandates that proposed rule changes be displayed in Ramseyer format, showing repealed language in brackets and strike-through and new material underscored, with citations to affected rules.

Requires the full text of proposed and adopted rules be made available in digitally accessible and searchable format on the lieutenant governor's website.

Requires that adopted, amended, or repealed rules be posted on the lieutenant governor's website in Ramseyer format showing all changes clearly.

Takes effect June 30, 3000.
