Requires the Office of Planning and Sustainable Development to publish a statewide climate adaptation and resilience implementation plan every five years, with initial submission no later than twenty days prior to the 2027 legislative session.

Plan must assess climate risks and hazards, determine overall financial risk and exposure to the State, evaluate adaptation options for multiple climate impacts, and recommend adaptive land use and infrastructure changes.

Plan shall incorporate recommendations from the Hawaii 2050 Sustainability Plan, sea level rise vulnerability report, multi-hazard mitigation plan, drought plan, water plan, wildfire protection plans, and county general and climate plans.

Appropriates unspecified funds for fiscal year 2024-2025 to establish 2.0 FTE Planner V positions, 1.0 FTE Planner IV position, and cover computers, publication costs, website development, and related expenses.

Takes effect July 1, 2050.
