Appropriates $35,837,345 across multiple departments for wildfire recovery, mitigation, and emergency management, including $7,425,000 for fire response and fuels reduction, $10,000,000 for fire and emergency response equipment, and funding for staffing and temporary positions.

Declares that appropriations in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $221,189,453 (2.1 percent), which the legislature determines is necessary to serve the public interest.

Requires monthly reporting to the legislature on expenditure details including dates, amounts, purposes, contracts, and FEMA eligibility status, with annual summary reports due 30 days before the 2025 and 2026 legislative sessions.
