Amends Hawaii Revised Statutes Section 302A-1703(b) to authorize the School Facilities Authority to disregard any ordinance or rule related to use, zoning, planning, or development of land it holds title to.

Allows the School Facilities Authority to disregard inconsistent ordinances or rules for any construction on land to which the authority holds title.

Maintains the authority's obligation to comply with Chapter 103D (Hawaii's public procurement law).

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that matured before the effective date.
