Adds definition of "lifecycle greenhouse gas emission assessment" to Hawaii Revised Statutes section 269-1, defining it as the method to estimate greenhouse gas impact of products or fuels across their entire value chain from extraction through final disposal.

Amends section 269-6 to require the Public Utilities Commission to explicitly consider lifecycle greenhouse gas emissions (rather than just greenhouse gas emissions) when making determinations about the reasonableness of utility costs for projects involving the combustion of fuel.

Clarifies that the Public Utilities Commission may determine lifecycle greenhouse gas emissions analysis is not necessary for energy projects that do not involve the combustion of fuel, but retains discretion to require such analysis on a case-by-case basis.

Changes section 269-6(d) language from "diverse fossil fuel portfolio" to "diverse portfolio of energy resources" to reflect renewable energy focus.

Takes effect upon approval.
