Exempts Hawaii National Guard members ordered into state active duty by the Governor from mandatory enrollment in the Employees' Retirement System of the State of Hawaii.

Clarifies that the exemption does not apply to National Guard members who are separately employed by the State or counties in non-active duty positions and wish to join the retirement system.

Allows National Guard members to still receive service credit for active military service under existing law even if exempted from enrollment based on active duty status.

Defines "active duty" as duty ordered by the Governor or designated representative to provide emergency services to the State under sections 121-29 and 121-30.

Becomes effective upon approval.
