Exempts educational equipment, materials, and related training purchased by the Department of Education for career and technical education programs from Hawaii's public procurement code, including items such as anatomy tables, flight simulators, and welding simulators.

Allows the Department of Education to procure career and technical education equipment without competitive bidding requirements when the equipment is specific and unique to CTE pathway programs as defined in section 302A-101.

Adds a new exemption (subsection 4(L)) to section 103D-102, Hawaii Revised Statutes, that applies only to Department of Education purchases for direct student instruction in career and technical education programs.

Establishes this exemption as a sunset provision that expires on July 1, 2027, at which time the previous procurement code provisions will be reinstated.

Addresses administrative barriers to purchasing advanced educational equipment by removing competitive procurement requirements that schools identified as deterring the acquisition of specialized teaching tools and student learning opportunities.
