Replaces references to "pre-plus" program with broader "early learning programs" throughout Hawaii Revised Statutes sections 302A-1151.5, 302D-35, 302L-1.7, and 302L-7.

Authorizes early learning programs to operate on public school campuses and other available public buildings through public-private partnerships, expanding beyond school facilities only.

Requires the Department of Education to give reasonable consideration to making school facilities available to early learning programs when considering school closures.

Directs the Executive Office on Early Learning to work collaboratively with other applicable public agencies to contract with early learning programs statewide, with priority given to sites in areas with limited access to early learning services.

Clarifies that public preschool classrooms established under Department of Education programs shall be in addition to classrooms used for early learning programs established under the broader early learning initiative.
